make the blades shorter and wider and it will spin faster. Higher rpm means more volts. Made the same mistake myself. I got twice the rpms with smaller, fatter blades. It will start in lighter winds with more surface area also.

Motors and generators like to spin fast to spin fast. More volts does not mean more power. Power is V*I.
