Now, if let's say they had a limited rate up for a character with a special class called 'Ultra Nihility' and then they merge that class into Nihility later and this removes any of the perks of having a UN, or if they sold a character who has a gimmick where their skill charms the enemies and makes them fight for you, and they heavily lean into this aspect of the character in marketing, and then they remove that in a future nerf...that would open them up to fraud lawsuits. That's why games can't really retroactively make limited characters standard ones. What's *really* the problem, though, is that if you sell an OP character to people and then turn around and nerf them later, you've destroyed the trust with the user base. Many gachas have died or nearly died because of broken trust with their users. So tl;dr - they will definitely not directly nerf Welt, but it's not because it's illegal. It's because it's just a stupid and unnecessary move when they can much more easily do something like make enemies that are slow-immune.

@@thebluedragon89 That's basically Memory Hall in a nutshell, as there will be moments where you can't get the first turn if no one you have is fast enough to move first to fill up your Ultimate gauge which can make the battle frustrating if the enemies can hit hard. Ice, Imaginary and Wind Memory Hall battles are the bane of my exitance in there.
