They are subsidized vehicles. The department allows officers to buy vehicles from an approved list and they're allowed to patrol in them, so it's their personal vehicles and the department helps a bit with the purchase because it saves money instead of having to buy a whole new fleet vehicle, the lightbar is removable for when they are not on duty.

No, each island has its own police department. Hawai'i Island or Big Island has Hawai'i County Police Department, Maui, Molokai, Lanai, and Kahoolawe all have Maui County Police Department, Honolulu obviously has Honolulu Police, and Kauai and Niihau have Kauai Police Department.
