I have to disagree with the Honorable Justice. There is not such thing as conscience, as in good conscience in all and that what attributes to goodness is kindness. There are individuals who by nature evolve into realising happiness in inflicting pain and suffering on others. If they can't perform in such ways, they feel as if they have lost purpose in their lives, making them sad. There are individuals who seek happiness in observing grief, sorrow, violence and if they can't be provided with such a facet of life around them, they feel they have lost purpose in their lives, again making them sad. There are those who seek happiness in stealing, theft, manipulating and feel saddened in performing in ways that are perceived as moral by other. My argument is conscience or good conscience is for many only good, if it makes the individual happy. Happy either by being the healer or by inflicting pain or just being an observer not willing to perform duty of care. That is the reality of mankind.
