HOOF-it Natural Flex Horseshoe - Sizing

Hello! Thank you its really helpful, but I was wondering if I should measure the size of the hoof with or without the shoes. At the moment my horses have the shoes on but I need to order the shoes and for these, just like you said, you need the width and length. Do I have to take the shoes off my horses?
