Yes, it is...and HIGHLY unusual for China, considering their preference is Tofu Dreg construction for buildings/condos/apartments, etc., where people live at great risk of their lives. -- BR

Update: They're still sunk! On a more serious note, due to the shallow depth of the water, they can be salvaged quite easily. All of this would have been completely avoided by simply securing the mooring lines and using sufficient mooring lines for the expected, forecast conditions!

They dont realise they in serious danger. I once watched something like this happen, the boat turned the bridge into a dam and the water rose so quickly people had to run for their lives.
