People are just not honest. Outside ‘petty’ crimes, no ‘real’ crime happens without participation of locals and or officials at some level. Criminality is something celebrated by many in society (in soaps/telenovela, politics including parliament, kasi culture etc), the only problem is when certain specific foreign nationals are involved. When there is a cash heist do people not run to loot? When a delivery truck spills its contents or has a break down do people not loot? Criminality in particular organised crime needs an enabling environment to exist.
