No that's Rutile. It's hard to explain but basically phos takes Phadpharasca to the moon without telling rutile to get back at her for something. overcourse rutile has been working on phadpharascha for a long time so the fact she went missing made rutile scared and go crazy, if you want to know more I suggest reading the manga :)
