I think they always low ball. I've thought the same for the past few decades. I've seen a few reports of areas in the EU where this has been tried but with some pretty poor outcomes. However, I think that is due to the small/limited areas with addicts flocking to those places, etc. There are valid arguments on both sides of the issue(s). The whole thing gets incredibly complex as there's so much money and corruption involved that the vested intrests on the production/distro side and the law enforcement/for-profit criminal 'justice' side have no desire to change/fix it.
