James Canty qualified for the FM title in 2016, but didn't apply for it until 2022. Any system is going to have problems, but I feel like basing norms off of playing opposition of a minimum rating would be overall less arbitrary than basing it off of opponent titles.

A good solution/compromise would be to count as WIMs also those who met the requirements 3 times even though they never applied for the title itself.

The Fees are not very high. But yeah: Sone of them are cashgrab. Especially the lower ranking titles. I am for example an Arena Fide Master which basically means a certified nothing 😂 And I would have lost that title if they arent for lifetime. The AFM costed 15 Euros. Edit: AFM is NOT FM!

Funny enough there also the opposite problem in some rich countries. The chess federation sometimes pay the fee for it members. You would think anyone with NM or CM title must given up on chess but it not always the case. Their chessclub or federation can have bought it for them so to speak.

You do are aware that FIDE does a lot of things and those things cost money, right ? Paying for a title in addition to the small FIDE fees is just the principle of more use = more pay. If you're fide titled you have more weight in the chess world, you're gonna do more competitions, so you pay more. All this is open to discussion but calling it a scam is like...; you don't know what a scam is bro
