Have you tried shotguns at the tier-3 zones?

I've used the shotgun against military AI at Fort Narith and certain checkpoints. The shotgun performs pretty much the same the only difference being anywhere else besides the head is basically gonna do near to 0 damage. Unless you get some lucky shots through their armor.
