I live in Los Angeles. It's important to note that LA County is composed of 88 different incorporated cities each with their own police departments and local laws. Cities like Beverly Hills, or Culver City (where Tosh films :) for example. They can choose to not allow people to camp out in public so the homeless are forced to move to other places like the City of Los Angeles, which allows outdoor camping and is the biggest city in Los Angeles County. When people talk about LA they generally are referring to LA County, but it's important to remember that the official City of Los Angeles is one of 88 cities in LA county. Hope that helps.

There was a massive cleanup for over a month leading up to the Super Bowl on all of the main avenues leading into the stadium. Officials basically razed the tents along with all of the people's items to show the appearance to all visitors that this wasn't a problem. But right afterwards, it backfilled right back in. Same has been going on in the city near where I live. 5-6 city blocks of tents and open-air drug usage. But once an event might happen to come that way, it's temporarily cleaned up to show a facade of cleanliness.

I worked with the homeless here in Canada. Other than mental health challenges, addiction or general displacement ie: loss of job, domestic abuse, deinstatutionalization is a major factor. People being released from prison or mental health instatutions with zero resources to live by. Poverty leads to many situations where hope serms so far away.
@trylikeafool
@trylikeafool Жыл бұрын
Deinstatutionalization is probably the main issue. Today it's seen as mistreatment to involuntarily commit someone with drug or mental issues and get them off the street. I just don't know how else you deal with it though. Those people are either uncooperative, won't abide by the rules, or too out of it to be cognizant of anything. They're not going to participate in homeless programs or accept help. I know some are genuine and will, but in L.A. that's a small percentage. Unfortunately, in L.A. it's become a safety and business concern as well. Several people have been murdered by homeless men in the last year, and some businesses are having to close because of harassment by the homeless. It's crazy to me that the government puts the homeless above normal citizens who actually contribute to society. Should be the other way around.

One of the things they don't mention in the video is that a lot of the homeless also comprise of many out of town people that come to LA thinking they're going to get famous or pursue some kind of career in Media. Then they realize it's not as easy as they thought it was and either decide to stay with friends or live out in the streets. Also LA does comprise of many cities in one area. So it's a combination of many of the homeless basically put all together in one huge area. Also, for the street vendors, there are street vendors all around the world. Even places where I lived at, like Japan, where they have super strict health and safety rules, have street vendors. It just comes with the territory when you travel, if you want to take the risk of eating at those vendors.I myself and many others I know have never once gotten food poisoning at these vendors in 30+ years when visiting LA. Plus, the hot dogs street vendors in LA are actually very popular, so much so that some chain restaurants have even sold hot dogs called "LA street dogs" to replicate them due to their popularity. Homelessness is a big problem, but, Los Angeles is a big city that attracts many people around the world that are chasing a dream that few manage to get. Then many of those people either don't have the money to return home or they just get caught up in bad lifestyle choices and end up becoming homeless and never leaving. I like how you guys look at the issue with various perspectives, something people in the U.S. can learn a lot from people in the U.K.

I live in Los Angeles and history and issues of homeless is too complicated to summarize in a few sentences. Glad you guys gave critiques and asked questions versus just do what many do and be like that sucks, glad I don't have to deal with that. But I wanted to give more context about LA and why it's bad homeless population. LA CITY isn't a rich city but not poor. It's an experience city with a lot of working class poor people. Places like Koreatown, Hollywood, Westlake, Boyle Heights, watts, South central ,, east SFV are mostly poorer immigrant large communities for many decades. Malibu, Santa Monica, Beverly hills, west Hollywood and others are rich independent cities. Places like bel air, woodland hills, Brentwood are rich or upscale but the population of rich is smaller than poorer residents in LA city. The 2000s that led to the 2008 recession saw county wide gentrification. Most suburbs in the 5 County region were able to export the eorking class to LA city and cheaper rent suburbs. The problem was LA city was getting more expensive but with so much competition from all over looking for the cheapest rents and home prices. The result is this growing population of working poor homeless that have jobs but can't afford rent in the city but suburbs are more expensive. This continues today as more evictions and rising rents.the 5 county region is 18 million people but 50% of all homeless are in LA city were 4bmillion live. Very lopsided with LA having a huge concentration. What is LA city doing? 10 years ago , tents weren't common. Homeless were either hidden in hills, parks, riverbed, while others pushed shopping carts and slept in cardboard boxes, sleeping bags on bus benches, subway grates, alcoves of buildings. then the tents were more common but it kept homeless alive instead exposed to hot Temps and freezing winters. They got a tent, privacy. Of course it was very unsightly, but most homeless were concentrated to areas that didn't interfere with most people like in front of businesses or homes. Downtown skid row is more industrial wholesale area. Other homeless are on freeway underpass, side pass. During covidyears, the increase of homeless rose as people lost jobs, then their apartment. Cities cracked down on homeless especially in suburbs forcing them into LA city borders. LA city got hit hardest as existing shelters reduced capacity to stop superseded events. Some were given hotel rooms under certain conditions but many homeless pitched tents everywhere they could get away with like ECho park, Venice beach.or spread to sidewalks in front of closed businesses and empty car lots. People who lived in cars or RVs from all over came to LA and pitched a tent and lived out their car for a year collecting random furniture, mattress. Etc leaving trash, urine, feces. City couldn't do much because of federal laws that prevent removal without offered shelter choice. Some took shelter, others just moved to another location in the city causing problems for people there. Ain't solving much just pushing dirt from one corner to another. With pandemic ending. Shelters allowed more homeless. Some homeless went back to living in cars, rvs. Some went back to suburbs, some went to another state or city. The city has built a few thousand beds in shelters or tiny shed villages. Many areas were able to remove tents in some areas the city enacted no camping ordinances in certain areas like near parks and schools education centers. No camping near tiny village areas. It's a slow but it's progress as the city builds more shelters and homes. I think a lot of people that take advantage want to get out of homelessness but need affordable housing that doesn't exist. As I mentioned rents keep rising, evictions, everyone likely hundreds of working poor are homeless. The people that many residents that hate homeless are the addicted to drugs, severely mentally ill, or criminals that don't want to change. They don't see the people just trying by seeking help, escaped abuse, rape, lost home, medical debt. They have jobs. Or looking for jobs. It would be great if more suburbs built affordable housing for their workers to live in. They they have have businesses that pay min wage or above but local rents are just too much. Stop making them find and economically displace another person or family because you can afford extra $300 a month. For example Beverly hills opens new hotels restaurants, shops but none of them actually can afford to live there especially maids, cooks, gardeners. Where are they suppose to live if everywhere is expensive. Only recently are more cities enacting rent control laws and these are suburbs doing it.

I was on a train thru Chicago and it was -30 degrees and I saw a bunch of tents as we pulled in. I went to the local store and bought a few hundred bucks worth of lunch meat and bread some soup etc. I was in the train station making sandwiches to pass out and asking different restaurants to boil the soup because people were out there freezing. It was literally just me, trying to play super hero. Maaaaannnnn I tell you people can be disgusting. 💯 You can be feeding or trying to help someone in the most sincere and honest way and they can still be cynical. a pretty significant portion of the homeless population in southern california is there because of red states like my home state of oklahoma. when our police find a person they've identified as chronically homeless, instead of spending any tax money on services that might help them, we buy them bus tickets to los angeles. it rarely gets cold enough to kill anyone in LA and the fact that its a democrat run state means they actually spend a bit of cash on social services to try to help people, instead of ignoring them like republican run states and cities.

When I lived in Honolulu in the 90's, there was a large homeless population on both the north and west shores. It was primarily native people who refused to pay the extortionist rates for rents in what they saw as their own homeland that was stolen from them in their eyes. In places like Farrington, Nanakuliu, Wainae, Wiamanalo, etc, there were large encampments with tents covered in blue tarps where native families lived on the beach and commuted into work everyday in the city. I was back in Honolulu most recently in March and the homeless situation is even more widespread and includes a complete composition of the demographic landscape. Many of the native people have siexed lands inland and fenced it off and the government pretty much leaves them alone (worth noting that they keep armed guards at the fences to keep folks out and would not hesitate to enforce their "borders" against any attempts by law enforcement as well. Every since President Clinton agreed that there was merit to the claims of the Hawaiian Soviergnty movement, the federal and local govts have taken a hands off approach. for the most part. Inside Honoulu, many homeless come to the city for the same reason as in Southern California, weather and plentiful resources. Back in the 90's, a few West coast cities (Santa Monica, & Las Vegas) were caught giving members of their homeless population one way tickets to Honolulu. After local authorities figured it out, HPD (Honolulu Police Dept) started posting cops at the airport to monitor those getting off the plane and if they didn't look very "touristy", then HPD would question them and them hand them a return ticket home with the very strong "suggestion" that they accept the ticket and not return again expecting safe refuge. Just a few days ago there was a Sky News article explaining that an estimated 1 million in the UK are subject to eviction in the coming months and are worried about an unprecedented explosion of homelessness. The same thing is happening in most large cities around the world grappling with runaway inflation. news.sky.com/story/nearly-one-million-private-renters-in-england-under-threat-of-eviction-new-research-finds-12758916

Native Californian here. Just so people know, there homeless are all pretty much pushed into Skid Row hence the high concentration. Other large cities like S.F., Oakland, Stockton, Sacramento, Fresno, and San Diego all have big 9some would say worse especially per capita) than Los Angeles. Even a lot of the smaller towns and cities like Richmond, SLO, Santa Barbara as well as a lot of central valley mid size towns and cities like Bakersfield, Visalia Modeswto and Stockton all have big cities levels of homelessness. This is definitely partly due to the weather(it's hard to freeze to death in California), policy that includes almost $300 of free food vouchers every month, loads of soup kitchens and the fact that in many parts of the state food is grown in massive quantities all around youespecially in the Central Valley (which spans from Bakersfield to Sacramento) and on the coast in places such as Salinas and Watsonville (it's hard to starve to death in California). But even as a kid before we had all of the social programs we have now there were still higher numbers of homeless people than there were in other states. The weather and food growing everywhere makes it nearly impossible to freeze or starve to death. Even if the take all of the programs away there would still be a lot of homeless people.

It is actually common for disabled and elderly people to become homeless in America. If you're unable to work then you're basically fucked because the disability support is essentially just forced poverty. If you own more than 2,000 dollars in assets - so that's everything you own, house, furniture, vehicle, and all - you're denied or taken off disability (at least in my state). So it's either being borderline homeless or full on homeless unless you're lucky enough to be decently wealthy by default or to have someone who can support you. I'd bet money on it that most of the mobility aids you see in the video are used genuinely. And those particular aids are also extremely expensive so the likelihood of someone getting one without needing it, especially in those circumstances, are probably slim.

I lived in L.A. until 2020, and I've encountered/talked to some homeless first-hand. I'd say that a minority are down on their luck and want help. For those people, there are homeless shelters and city services available to get them back on their feet. The majority don't want help. A large percentage are drug users, have mental health issues, and can't function in normal society. One guy I talked to chose to be homeless to avoid responsibility. While there have been some clean-up efforts in certain areas, the local politicians have catered to the "unhoused" and allowed them to take over. They don't want to be seen as heartless to their political base. So the problem continues. Unfortunately, the only real solution is to take them off the streets and put them in rehab/mental institutions involuntarily - make it illegal to camp in public spaces like they are. There's simply no other way to deal with drug addicts and mental illness. I can't tell you how many times I was walking down the street and got yelled at for no reason by homeless people - they were acting psycho. You can't deal with people like that rationally. It's a very hard problem to solve.

Any discussion about homelessness in the United States HAS to start with drug addiction. Many homeless would rather spend the money they make getting high instead of paying rent/mortgage, utilities, or taxes. The ones that are interested in fixing their homelessness usually do so fairly quickly and there are many places like the Salvation Army and the United Way that will happily house individuals or locate affordable housing, provided they stop using drugs.

It's not an LA problem, it's a California problem. Nearly every city in California, even the smaller cities you may not heard of, have tents everywhere. Homeless situations are a huge growing problem everywhere. 30% of the homeless population are Military vets. Many come home with severe ptsd and the United States just tosses them aside. It's atrocious and maddening that, these individuals risk their lives for their country only to get home and have no help. They lose their families and their sanity and end up on the street. In my hometown, the homeless population has quadrupled over the last decade. We now have a dedicated park where the city allows them to set up tents during the warm months. In past years the city would get a local motel set up for homeless to spend the cold months but unfortunately so much damage had been left behind that this year the city didn't do that. We have so many vacant buildings, I wish they would open a couple up just so the had a dry place to shelter. I know a few individuals who are homeless only because housing has become ridiculously priced and they can't afford it. Many are battling with addiction or undiagnosed and untreated mental illnesses. Many have grown accustomed to the homeless lifestyle and become a vagabond and have traveled the country going from one shelter to another. All it takes is a amtrak or bus ticket. I also know a few individuals who make a very successful living, panhandling. They can make up to 500$ a day, depending on where they are set up. About 15 years ago I ended up being homeless. Spent 7 months in jail, got out and only could find part time work. Worked my butt off to try to get back custody of my son only to not be able to make ends meet and ended up getting evicted as I wasn't making enough to cover rent. I had no one to help me and ended up having to live in my car. Left an entire furnished 2 bedroom apartment behind with all my belongings except for what I could fit in the trunk of my car. I lived in my car for 14 months, until I was stopped in another state for expired tags and my car was towed. Was able to get the court to sign off, so I was able to get my belongings out of the car but had to move into a cheap motel as I couldn't afford to get my car back. Found a temp job, lived in the hotel for 4 months until the job was complete, then ended up in the state over, back in my hometown living at the Salvation Army. Where I lived for 5 months. I was able to find full time work while living at the shelter. Saved up and got myself out of there and into a motel. Got pregnant and ended up living in that motel for a year before I was able to get into an apt. 12 years ago I was paying $800/mth to live in a cheap roach motel. Then I was diagnosed with multiple sclerosis. I'm grateful for finding stable, safe housing, going on 6 years living at the same place. Even on a fixed income my son and I make ends meet. I have 7 years until he is off to college and I will make the most of it. As once he leaves home, I won't be able to afford the rent on this place anymore and don't know what the future holds. The way these rent prices are today and with me unable to work, I either need to find me a sugar daddy or I might end up living at the park.

It's not a coincidence that all of the homeless are in areas where the cost of living keeps increasing astronomically but wages for average jobs don't keep up. Look at San Francisco, it's just as bad and they don't get year round nice weather. Why? Because Silicon Valley and all the higher paying tech jobs drove the housing market through the roof so the average person can't afford shit. Mix in the lack of funding and infrastructure for mental health and substance abuse facilities, and this is what you get.

Do United States has all different classes it’s self and a lot of Americans just can’t make it. The narrator pointed out political decisions but I think that’s only a piece of a much bigger picture. I live in a small town of 20,000 in conservative southern Colorado and this small town has a problem with homeless camps. It’s just tough to get by and most especially when you’ve got other issues going on. The rest of the people on this earth see the stories about our rich billionaires and fancy homes but most of our population is living on an average income and there are some that have nothing. This is a problem that happens in conservative areas as well, the big mostly liberal ran cities end up with much of the homeless because when you’re scavenging to live your life the big city is where you can survive the easiest.

I've worked in the foodservice industry since '86. Health guidelines for eateries of any type are 3-5x more stringent now than they were then. But street vendors still are able to get by without having any of these code issues affecting them. Many of them mix product that's not meant to be mixed raw, they take cash and prep the next food item with the same unwashed hands or gloves that have done it repeatedly. I used to love hot dog carts in the center of my town. Two chili dogs for $3 was a cheap lunch. But as I became more aware of food health issues based on my profession and dealing with dept of health in many cities, I stay far away from those carts now.

Seems like the homeless are migratory depending on the season and here in FL they've already started showing up as they flee the colder areas. Once spring arrives they'll start working their way back to the north again. In Jacksonville they were building camps underneath overpasses and in the woods near the interstate but the city has been doing a good job of rounding them up. There are homeless shelters available but many people do not want to use them. Personally I feel that if you've been offered assistance and refuse it then that's on you.

The way I look at it is this. Being homeless has to be one of the most difficult thing people of modern times would have to deal with. And I do feel for them because I was nearly at that point two years ago. But many remain homeless because they become comfortable being homeless. We humans like to stay in a pattern of living as long as we can. Some stay homeless so long it really does become their way of life and it might be a bit uncomfortable feeling to live a “normal” life again.

I also agree that ~90% of the time it's a lifestyle choice. Why pay $1000 rent when you can live in a nice tent, have your toilet and shower provided, enjoy nice weather all year round, and have $1000 more for your DOC. Sounds crass, but it is what it is....

I was homeless for 3 years, 2015-2018, in Chicago. What I learned during that time is that the vast majority of people that are homeless, choose to be. I’m talking about people that are homeless for more than 6 months. Most people don’t choose the circumstances that could cause them to become homeless, but once they are, most don’t do anything to fix it. Addiction is the biggest reason people stay homeless. The government gives so many opportunities to get off the street, but they also give out money. The non-addicts will do the steps to get the help and get off the street. The addicts will take the money and support their addiction and be content being homeless. The only exception is people with mental health issues. Sadly a lot of people that stay homeless don’t have the care they need. Once I decided I didn’t want to be homeless anymore, I went to rehab for my addiction. By the time I completed treatment, 4 weeks later, I had an apartment to move into and a job to afford the apartment. This was provided by the government. So unless a person has serious mental health issues, staying homeless is mostly a choice. The government gives the tools, but it requires you to put in the work and effort. Too many people think that the government should shoulder all the responsibility and do the leg work for you. If the government stopped giving homelessness people money and food stamps, a lot more would get themselves off the streets.

Do you think there is a co relation between homelessness subsiding in the rest of the country and increasing in California? Most of the homeless people suffer from mental health issues and drug issues. California being a liberal (blue) state has some programs to help people with drugs and mental health. The red states send their homeless people to CA because they do not have the programs to help these people. They literally buy them bus tickets to go to CA. The problem with CA is the fact that it is the 5th largest economy in the world and the land values are some of the highest. There is no where for the homeless to go but be on the streets.

The level of homeless people you see is all over the America. I live in Boston, Massachusetts, born and raised in Boston. I live in the heart of the city of Boston. Without disclosing my address let's just say I live were all the tourist come in the. I am close to were the terrorist at took place at the 2012, Boston, Marathon. Today, presently this area is filled with homeless people and drug addicts everywhere. I have never seen anything like this. You have homeless people living in tent encampments. ⛺ Tents that you purchase at Targets or Walmart store's. There is a big problem in America that caused and continue the homeless crisis in Boston and around America today. It's GREED and Wall Street. The big financial crisis that began in 2007 under the administration of President George W. Bush Jr. This was the first crisis that caused President Barack Obama's first Migraine Headache when he got to the White House and caused 12,000 strands of his hair to go GRAY in his first year as the President of the united states. 😂😂. The average head has 100,000 stands of hair. President Obama was in the White House for 8 years, well that's 12,000 strands of gray hair a year he got from dealing with all the BS he had to put up with as the president. Wall Street caused everything to collapse, and that included the housing market. I got my Real Estate License in 1998. The one thing the real estate instructor told the us was always go with a fixed rate loan. A 15 year fixed rate loan or a 30 year fixed rate loan depending on your age and income. Fixed rate loan is just what it means, interest rate never increases or adjust. Do not go for the sub-prime loans that's being pushed on people and selling them a dream and a house they could never afford. Wall Street started what they called Mortgage Pack Securities, hance your Sub-prime loans. It was a way to take mortgages and package them up and sell off the cash flow. So that investor's would buy a portion of these mortgage's and the mortgage's would pay the investor's. This made the idea of investing in mortgages less risky to investor's, because they were not just investing in one mortgage at a time they were investing in a 1000 mortgage's at a time. As the housing market moved towards securitization you now had cheaper mortgages. People were tricked in getting these sub-prime loans. They gave loans to people did qualify for any loans and allowed them to 0% to %5 down. However know one told these people that at any time the interest on their mortgages would adjust. If their mortgage is $1000 per month at time the interest rate would adjust and now your paying $3500 per month. Know one said anything to these people they couldn't quality for a 30 year fixed rate loan let alone a Sub-Prime loan. The mortgage companies, the banks, or the government said nothing. They sold people a dream for cheap. You know what industry is making money like crazy? Yeah, moving companies. The homes all over America that were foreclosed on the banks hired moving companies to go clear out the homes. These people left their homes with the clothes on there back and what little they could fit in their cars. I mean people left all their personal items, sentimental things like photos and family photo albums, huge flat screen tv's, all their furniture. Left it all for the moving companies to clear out. Of you always had some homeless. You see a bit of homelessness here and there around in Boston and around the America. Now it's a lot of people who are homeless. It's not just the poor, the mentally ill and the drug addicts. Now it includes the low middle class to the high middle class population. As of 2018 America now has over a half million people who are homeless. It's approximately 552,830.00 homeless people and it about to increase. America is now in the second half of the financial crisis of 2007 - 2008. More people's homes are being foreclosed. So, you have a different class of homeless families living out of their cars with their children. That's why you have this level of homeless people on the streets living in tents, in their cars. We never had tents around this country in major cities. It's scary. What's happening now all over America is housings is being built and then you have large corporations buying the apartment high rises and holding on to it for collateral. The buildings remain empty. This GREED on a massive scale. Big corporations lobby politicians to get owner ship of these new high rise apartment buildings being built just to keep them empty and for collateral. It disgusting that corporate greed and greedy politicians don't give a crap about the homeless people. America was a beautiful country but that has changed. Now America is now in the throws of the second have of the housing crisis from 2008. What you see is going to get much worse. She (meaning America) is not as aesthetically beautiful as she once was.This is man's in humanity towards man. You know what's so embarrassing about America one of the so called richest countries in the world 🌍. In New York City at the door steps of the United Nations building there are so many homeless people laying on the ground and leaning against the walls. Leaders who came here to the united nations from 3rd world countries spoke about how terrible it is to see homeless people laying at the front entrance to the building. It's Shameful.

It's disgraceful that our country is not dealing with this yet, although they are going to be forced to soon, there are just so many now and they are everywhere! The vast majority of homeless are a result of drug and/or alcohol addiction, many of who are mentally ill and trying to cope using those substances to cope, which, of course, only makes it worse. We do a terrible job as a country with mental illness. Until that improves, this new situation will not improve. Then there is the situation of the explosion of drug addiction - crack, heroin, fentanyl and the like. People voluntarily ruin their lives. I make a big distinction between those who are drug and alcohol addicted trying to cope with their mental illness and those who are homeless because they chose to do drugs and lost everything as a result. The latter is the majority on the streets.

I had never planned on visiting southern California, but at one time I did want to travel to wine country there. Now I won't even buy California wines anymore. I don't want anybody from that state to make any money from me whatsoever!

Housing is very expensive in california and instead of giving people homes they just leave them to camp in open air drug markets
