The reason the Pokemon aren’t to scale in Sword and Shield is obviously because of dynamaxing. It wouldn’t have taken long to resize them so they weren’t ‘cutting corners’. It would have been a bit underwhelming if just some random Pokemon was the same size as the powerful dynamaxed one.

theory time: one of the most famous breeding pairs in pokemon is wailord and skitty, but it was very hard for those two species to mate. So over a few decades the wailords in the galar reigon had to adapt to breed with skitty by slowly getting smaller to make breeding easier
