15 years is too long for you? I am 32 years.. Born and brought up in Bhutan. Still I didn't get citizenship identity card.. Why? This is because I and my siblings weren't issued identity card cos my father who is Bhutanese married girl from another nation that is India. And there are plenty of people like me in Bhutan who weren't issued Bhutanese citizenship card. Such word like, "you will get identity card after staying for 15 years, you should be good at Bhutanese traditional and culture etc" are only meant for books... Bottom line : it's impossible for outsiders to get Bhutanese citizenship card.. Yeah but if you are rich, and if you have link with upper class people, you might get it.. Some people in Bhutan, know nothing about such thing.. But this little lady has no fault for she is narrating whatever that is written in the book.
