Answer is simple. Teachings on morality and emotional inteligence is what is of the highest value. Bhutan is a bit more towards spirituality than most of the hedonistic societies. Mind training, mind sicience are practiced not only in monastries but also are thought in schools so kids are training in most important things from the beginning. Aflictive emotions by definition disturb the mind and bring suffering, training the mind in positive habits bring happiness. Cause and effect mate, cause and effect.
