I suppose the argument could be made. Cell juniors with all the abilities of cell, and his genetic potential for zenkai boost, power growth and healing(aka sayins,frieza and piccolo) being essentially training partners with 17, for 10 years should theoretically grant the cells jr all a significant power boost. And 17 tamed all of them, meaning he could take them all on at once and win. Add that with 17s infinite energy and thise fights would go on until the Cell Jr are completely exhausted.

Counter agurement, 17 has infinite energy, cell Jr are probaldy getting stronger with each training. Now think of it as game if you have don't need sleep and let's pretend the cell Jr's don't get stronger and say they are level 20. At first you'll get stronger let's say 17 is level 17 at first. Of course you start by getting good amount of exp. No when he's past their level he the exp is less. But since he doesn't need sleep or food, he's can grind the whole day, while protecting the park, from poachers. It will be slow but for 10 years and to catch up to level 130 with infinite energy you proably can do that

To be fair, the Cell Jrs have the same DNA as the original Cell, meaning they have saiyan blood and as such, are able to get zenkai boosts. Training with several mini Cells that constantly grow stronger is bound to help with training pretty significantly, especially since if one gets tired, another can just tag in and continue like nothing happened.

I mean to be fair. The cell Jr's have Saiyan DNA. Meaning they benefit from zenkai boosts. Gohan destroying them probably boosted them immensely. 17 probably almost killed them multiple times over the years while training so that boosted there strength and 17 kept up by getting stronger by fighting and sparring with them over the years.

Something to consider is how potential affects people’s base power. 17 never trained to be as strong as he was, that became his base power. Therefore, by training from that improved base power made his rise to power much more impressive. IIRC, Vegeta scolds Cell (Semi-Perfect) for not training, saying he wouldn’t be beaten if he trained rather than eating humans. We could see it like how Freeza was 120m power level with no training and just a few months made him as strong as Goku.

In theory the cell jrs have saiyan namekian and frieza dna so there's no reason they couldn't get stronger along with 17. They could also theoretically achieve some sort of higher forms due to their genetic makeup. They could potentially become some kind of amalgam super saiyan blue black frieza orange piccolo. While unlikely it would be entirely probable that they have achieved some level much higher than when they fought in the cell games. Who knows what power they possess but it is quite plausible that they are incredibly strong.

Cell Jrs have saiyan cells, meaning they get stronger every time 17 defeated them without killing. meaning every single fight, 17 was fighting an army of Zenkai boosted Cells, that stacked even higher the next time they showed up. to be strong enough to beat them down into submission and "tame" them, means he had to be significantly stronger than them. since cell had the ability to go "more perfect" which was his equivalent to SS2, its safe to assume these mini perfect cells ALSO could do this. with enough Zenkai boosts theyd be stronger than SS3 with just one alone, so to take them ALL on at once hed have to be stronger than SS3 by multitudes so yes, him being on par with SSB does make sense

The androids were made to be more powerful than humans and to be able to get stronger faster than average, combine that with training with a ton of cell juniors which have the same dna as cell meaning that they also are constantly getting stronger and can get zenkai boosts as well as eventually obtain a super form like cell did. I can could see him becoming one of the strongest in the series, especially since he had been training with them for what, 10 years? Those cell juniors probably dwarf the original perfect cell in his super form while they’re in their base forms

Your ignoring the fact that in the manga 17 is actually around SSJ3 Goku level, as he's only around Blue level in the anime! Still I like the idea he was training with the Cell Juniors (who likely regenerated after Gohan defeated them) and if DBS anime does ever return, I would love them to make him training with the Cell Juniors canon to the anime continuity (as the special chapter only occurs in the manga & was never part of the anime which was a shame)! Still you also need to remember that 17 is an Android with unlimited energy/stamina meaning he can train nonstop without getting tired and his job as a ranger is basically wildness training! Basically Android 17 has the advantage of being able to train his body without the need to rest & training with multiple Cell Juniors who are quite strong on their own in addition to his job being a form of wildness training, 17 has the perfect body, sparring partners, and occupation for growing stronger! Additionally 17 was already stronger than an untrained SSJ & was equal to True Namekian Fusion Piccolo, so he was already pretty powerful to begin with! I also like to think the Androids like 17 & 18 don't decrease in power from lack of training!

#17 only needs to take water breaks never needs to eat or sleep he fights one cell jr until its exhausted fights then the next one and keeps going untill the first one has recovered and because of piccolos cells they would have insane stamina regeneration so he could be in constant training for days even weeks possibly (untill he has to take out some poachers)

I think it's possible with the help of the cells jr's after all the humans came a long way training by themselves. Since he is a android maybe he gets stronger faster and being able to make the cell jr's stronger so he always have a strong training partner i think it's possible. But idk if he would go max power to hurt them until they get a zenkai every time
