Well you are onto something here, but I can tell you, Dilla didn't delay his kicks. You are going into the right direction though, in many videos and even in the book it's written that Dilla is shifting drum notes evenly, this is wrong.

But what I hear is his kick fall behind his hihat a tiny little bit, and eventually followed with a straight kick, especially for the song Come And Get It.

The secret is the rushed snare, but not every snare is rushed. Most of the time it works if you rush every 2nd or even every 4th snare just slightly. Hi hats and kicks can be swung at different percentages. This gives the feeling of the drummer catching up tempo after playing laid back. It also works the other way around if you rush every 1st and or 3rd snare. Remember to do it very subtly otherwise the listener will notice.
