Personally, I'd never do an 'initial rinse'. It doesn't get as much of the grime/bugs/etc off as a cleaning product, and with a layer of water on the car, it dilutes the cleaning products you are going to use, making them less effective. Just go straight on with bug remover, and if needed iron remover, then straight on with snow foam. These products are designed to go on to a dry panel, for maximum cleaning ability You should use iron remover first, and let it work, instead of putting it on top of snow foam. Putting it on top of snow foam means it is not sat on the surface, is diluted by the foam, and in some cases, may have an undesired effect as mixing some chemicals together can yield unexpected results. You should rinse the snow foam off first, before contact wash, as you might just be rubbing grit still on the surface, into the panel, causing swirling. Been detailing decades here, and these are basic mistakes people make.

We don't use an iron remover over foam. We like doing the initial rinse to knock out dirt, more than bugs and whatnot. It minimizes the chances of that dirt catching on our wash mitt, thus mitigating any potential scratch/swirl marks. I've heard of people doing a pre rinse for the reason you stated above, with a chemical designed to loosen the dirt, but I've never personally found it necessary.
