I think PISA has dampened the great expectations of many countries based on self assessment within their own programmes which are often adjusted for political expediency! Many nations spent millions if not billions in education and they just refused to accept that their programmes had often failed to achieve the objectives. TRhus using PISA as a platform for comparison surely can prove albeit in a simplilistic way that something is wrong with their systems.
