How does the public avoid adding to the list of victims?

What and who, makes this panel, experts on what causes what?! Anything in the near past does NOT recall well for Gov. agencies. Even their "so-called" drills have gotten out of their control. I think as Americans, if care for our fellow Americans is a guide, would/will respond to whatever situation arises, in the proper manner. With all due respect, I don't need any Gov. official telling me how to act! Their attempt at control is what has brought us to this point!
