A former reporter, she covered the fall of the Taliban for NPR, then left journalism to remain in Kandahar in order to contribute to the reconstruction of the country, living there almost continuously since December 2001. Deeply embedded in the life of the city and fluent in Pashtu, Chayes gained a unique perspective on the unfolding war.
An expert on the dynamics of severe corruption, Sarah Chayes lived for most of a decade in Kandahar, Afghanistan, before serving as special assistant to the chairman of the Joint Chiefs of Staff. She now researches the role of corruption in driving security crises.
Chayes is a senior associate in the Democracy and Rule of Law Program and the South Asia Program at the Carnegie Endowment. She is an expert in South Asia policy, kleptocracy and anticorruption, and civil-military relations.
She is working on correlations between acute public corruption and the rise of militant extremism.
After running a nongovernmental organization founded by President Karzai’s brother Qayum, Chayes launched a manufacturing cooperative that produces skin-care products for export from licit local agriculture. The goals were to help revive the region’s historic role in exporting fruit and its derivatives, promote sustainable development, and expand alternatives to the opium economy.

Well educated and well heeled theives get a slap on the back from friends and a slap on the hands from a judge, plus a fine they can pay on the "whenever" plan. And currently, a pardon from Trump makes the message even more pelucid...white collar crime pays. They always have their post- bust cash, plans and attourney(s) at the ready.

The corruption in America seems to be a more fundamental threat inherent in our system; overtime, as agencies develop transparency will decrease if success of the population distracts it, corruption and transparency are inversely proportional. as any transparency is eroded corruption will likely occur (rules of large #'s style) and immediately corruption works hard to reduce more transparency. American corruption is centered on campaign cash flowing from recipients of government spending in the non-profit as well as for-profit markets. Government spending represents gluttonous indulgences by establishments who are well capitalized and have huge revenues without the taxpayer money that is ambiguously heaped into there accounts. American corruption is also the government contract companies who work hard to keep the judiciary and our rule of law out of their business; their business being: predatory loan activity, dominant position creation for interactions with citizens through anti-American regulations. Example: laws requiring private corporations and citizens acquire insurance; the insurance industry now operates as a sectored monopoly with shared data of statistics of consumers and restriction of the free market allowing for absolute price fixing as well as various frauds which steal taxpayer money for already heavily subsidized industries which have the highest compensated jobs statistically.

Even more so today. The next 4-6 our entire world is about to change drastically. Never in my life have I been afraid of the future as I am today. The Declaration Of Independence says, We hold these truths to be self-evident, that all men are created equal, that they are endowed by their Creator with certain unalienable Rights, that among these are Life, Liberty and the pursuit of Happiness.--That to secure these rights, Governments are instituted among Men, deriving their just powers from the consent of the governed, --That whenever any Form of Government becomes destructive of these ends, it is the Right of the People to alter or to abolish it, and to institute new Government, laying its foundation on such principles and organizing its powers in such form, as to them shall seem most likely to effect their Safety and Happiness."

Loved this talk. Fits in perfectly with the lectures I’ve been watching from Gresham College by Alex Ryrie. There a bunch of his talks about religious history in England and other parts of Europe. WOW. I understand the line from then to now so much better.

This is true for ne india also..... And sometimes the politician is hand in glove with the extremists or rebels who surrender their arms and then run for elections or get involved in cattle , mining etc.... They can even garner compensation money or packages which is why most unemployed youth join in the first place

stood behind to rebuild a village left behind due to an American bombing. Do you think that America does not consider the civilian aspect of war. Remember that, at that time, a state of war was passed by congress. If you wish to criticize, The Waring factions that waged war onto the western world made that decision. Not me. You seem to be a centralist. That is not a bad thing. it is a view point that continues conflict. Conflict may be negotiated. Hostility is a tribal thing. Tribes are a good thing. Global waist of resources to quench tribal hostilities are also a waist of resources. Left upon to themselves, tribal hostility may last forever. Such thought must be redirected. It was redirected to a common enemy. The USA. That was the first part of the plan. A common enemy ratify s some of the tribal seance of survival. When the territory has a common enemy they jell into a unit or tribes. That unity is the first faze of regional harmony. It teaches the tribes that they have things in common. Tribes are proud. A gatherer of tribes is rare.

I agree with just about all of her narrative. She is a learned individual. Corruption starts at the top & flows down, like any criminal enterprise. Politics seems to be the most corrupt institution.

There are protection from police corruptions. It is called hidden video. I have it in my automobile. U should have it in ur public conveyance. It is either dash cam or secreted placed go pro type of cams. do not become combative when pulled over. 99% of the time, the cop is just doing his job. the 1% needs to be exposed.

It is a superficial or incomplete analysis not able to see the depths of what conflict is. Tribalism is what leads to wars. It cannot be separated. It is inevitable as history repeats. The people waging wars are often ones with the so called “good intentions” Ignorance leads to unconscious activity.
