This is a very interesting proposal, although we should analyse the situation better; polititians and governments are irresponsible because they personally don't pay for the consecuences of their desitions. Polititians are paid by the people of a country, and it's done by their desitions (in the anual budgets), and they are the one's who approve the budgets. So if we sue them, they (I wouldn't know Who that Who is, and nobody will ever have a grip on a single public employee) they are the one's who should pay the bill. WHO is going to make them pay, and these costs are billions, so here we are with a culprit, but he can't pay for the damage = no punishment, who then will pay the bills? The people. So where are we then? Where we began... Think,...think.... OH, Bother....

If you look back through history, you will clearly see how it wasn't until certain agreements were enshrined in law that dire situations changed significantly for the better. His vision is thus anything but 'utterly deluded'. I truly wish people would think things through properly, before pronouncing judgement on the views of others!
