8. No stat boost moves
9. EVs removed from all Pokémon
10. No weather moves and abilities
11. Substitute banned
12. Encore banned

Infestation is 35 BP (not mentioned in changelog) so AI sees it effectively as a 140 BP move on nuzleaf, > archen's 120 (60*2) BP pluck thus switching in lileep
