Your pronounciation of Jianghu is as spot on as it can be in English. Jianghu is the world of Martial arts where sects and vagabonds exists. In Korea its also called Murim. In the Jianghu setting by most stories, there is a non interference pacts that states that Jianghu and government(in most cases the Emperor of China) do not interfere in each other's affairs unless circumstances demand it. Let me give an example. Killed and decimate a sect of 100 people? Not the government business. Killed 100 tax paying civilian? The government should chase after you. Jianghu has its own political situations not unlike the yakuza and mobs where they play by the rule of the strongest get the say. Which is why even monks need to be able to turn supersaiyan. To add on just a bit more. Which will make sense in later in the stories. Vagabonds and sects are allowed to volunteer in the armies against foreign forces but have very little incentive too. Trying to conscript a super saiyan monk sect will end up with the monk sect fighting til the itch of their life and they would risk wiping a significant cultural heritage.
