Just for my understanding -if I did not have a permit - how high up the mountain am I allowed to climb ?

To the top cable car station - 3555m kzbin.info/www/bejne/maLWZYCeYs1opdkfeature=shared&t=266 if it's operating - if it's closed, you can go to the top.
