How many days does one have to transfer? Can it be done immediately I get into the country, I.e, without going to the initial uni?

You can get to state a month before the start of your classes. A month is enough to do the transfer if you have all the documents with you.

They do take international students though it’s not the best option at the Embassy! They would take someone who has applied for a university over the one who has applied for college. Just apply for a university, and if you make it through embassy then you can transfer once you get here.
