You are so wrong in your analysis. Money can only buy material assets but not human capital and intellectual capital. These domains are the success factors. Malaysian GLCs have proven over and over again to fail in these acquisitions or mergers. You cannot do the same thing over and over all the time and expect different results. Capital itself is inert and cannot grow if talent and commitment is absent.
