Here's a fact that most Malaysians and Singaporeans might not know - the southern Malaysian state of Johor actually relies on Singapore for clean water.
While Malaysia supplies a portion of Singapore's raw water needs, the southern state of Johor is water stressed in terms of their processing capabilities. It relies on Singapore for treated water, and has repeatedly asked for additional help whenever their clean water supply is in trouble.
Save this video and send it to someone who might need more education with regards to the water relationship between Malaysia and Singapore.

Singapore is a secular state that's not afraid to put religious organisations in their rightful place. Malaysia is a Muslim state which is always looking over its shoulders to see what the Muslims say about its policies. THAT'S THE BIG DIFFERENCE.

The whole fiasco on this water issue is actually one man grudges against the other. Bluntly it is Mahathir against LKY where the former cannot swallow the fact that Singapore with no or little natural resources has grown so well under LKY rules while Malaysia with vast natural resources deteriorates under Mahathir. This make Mahathir angry and took personal grudges whenever Singapore comes into the picture.

Nonsense, there no where on earth that a thousand gallon of water cost 3 Malaysian sen. How much does Singapore gain by selling water to its citizens? After the water agreement ends, don't expect Malaysia to renew it at a cheap price ever again.

Very well done video. The pace of your speech is just nice and easy to understand. Our schools do arrange educational visits to the NEWater factories to let us understand the process, and through education, we learn about the history and how Singapore had improved all these years into making an alternative way for water instead of just sitting there until 2061.

Singapore and Johor are so close physically and so do its people. Every day hundreds of thousands people travell across the board. Its onlt the Politicians that like to separate the people across the strait.

Glad this video sets things right. Malaysians always thinking of cutting off water supply to SG etc but they never see the overall picture that they are benefiting from the arrangement too. Short sighted & unreliable.

Only politicians are shortsighted. Most malaysians dont care on this issue. In fact on the ground level..Malaysian army are safeguarding PUB facilities in Johore. So Singaporeans should just chill and relax. The water will keep coming and no politicians or Malaysian leaders in the right mind will deprive Singapore of water supply..certainly not anyone from Johore.

@@detox78 It's great to hear a logical reply. We are permanent neighbors, whether we like it or not. That's why it's so important to treat each other respectfully, regardless of differences. Prosper thy neighbor has always been SG's philosophy as we believe that a prosperous region will be beneficial to SG too. It's sad to hear some Malaysian politicians or commentators always talking about superseding or overcoming SG; it's just so unproductive. We can always look for a win-win outcome instead of win-lose outcome. This way everybody benefits from the growth.

I often see ordinary Malaysians often threatening to cut off the water supply to Singapore whenever there is an issue that makes them angry, like the Joycelyn Chia stand up "comedian" incident. (btw, she is not Singaporean, is not born here and Singaporeans I know all hate her and do not agree with her for making the MH370 joke). @@detox78

The two water agreements of 1961 (valid for 50 years), and 1962 (valid for 99 years) allowed Singapore to draw raw water from the the Skudai-Tebrau river (?), 100 mgd, and the Johor River 250 mgd. The Skudai-Tebrau agreement expired in 2011, and the Singapore-run (PUB-run) facilities on that river were returned (or handed over) to the Johor govt (BAKAJ?). So until 2011, Singapore was drawing up to 350 million gallons of (raw) water a day (MGD) from these two sources. After the Skudai-Tebrau 1961 agreement expired, Singapore was left only with the 1962 (99 yr) agreement covering the Johor River, and was drawing 250 mgd of raw water. The Johor River agreement also provided for Singapore to provide up to 2% of treated water from the raw water drawn. So for 250 mgd drawn, SG was to provide 5 mgd of treated water. HOWEVER, after the Skudai-Tebrau water agreement ended (which, IIRC, required Singapore to provide 10 - 12 mgd (?) of treated water, for a total of 17 mgd (IIRC) - 12 from Tebrau, 5 from Johor), Johor (or BAKAJ) requested that SG continued to provide 16 mgd of treated water, exceeding the 5 mgd provided for by the agreement. THEN, during conditions of drought or other contingencies, Johor would request for additional treated water... of up to 5 mgd. So the treated water provided is 16+5 = 21 mgd. What I am not too clear about or was under the impression (rightly or wrongly), is the the Skudai-Tebrau facility is actually able to treat the raw water on site (that is, in Johor, at Skudai/Tebrau PUB facility). I may be wrong. In any case, when SG handed over the Skudai/Tebrau facilities, what happened to it? Why can't Johor (BAKAJ) draw water from Skudai-Tebrau, for treated water for their needs? One possible answer is, pollution. My "research" suggests that the Tebrau river/valley has been industrialised and factory run-offs into the river has made the water unviable for treatment and human consumption. On re-looking at the question of the Skudai-Tebrau facilities, I now have doubts as to whether the SG-PUB facilities onsite was anything more than a water flow and monitoring station. There is no reason why SG would treat the water onsite.

All excellent points and almost on point calculations. Only flaw is that the upper bound for treated water supplied by Singapore is unknown. Singapore Ministry of Foreign Affairs only says that Malaysia draws more than 3X more than what they are entitled to under the agreement, but how many times is unknown (5X - 7X?).

The 1962 agreement also sets the upper limit of raw water drawn at 250 mgd. 2% of that is 5 mgd. The 1961 (50 year) agreement that expired in 2011 allowed for 12% of the raw water drawn from Skudai-Tebrau. That agreement allowed SG to draw 100 mgd. 12% of 100 is 12 mgd of treated water. So up to 2011, SG supplied MY with 12+5 = 17 mgd. AFTER 2011, when the 1961 agreement expired, SG was only obliged to supply 5 mgd. However, Johor (or BAKAJ) was by then used to getting 17 mgd of treated water at 50 sen per 1000 gallons. So they asked SG to continue to supply 16 mgd (down from 17 mgd, cos one of the agreement expired). SG obliged. On a goodwill basis (i.e. not covered in the agreement). Singapore supplies 16 mgd at the request of Johor. (from this news report: heresthenews.blogspot.com/2019/01/singapore-supplies-additional-treated.html ). Hence the "more than 3 times" figure. And from time to time, Johor requests for the supply to be temporarily raised by 5 or 6 mgd. This is NOT without cost. All the treated water supplied is at the rate of 50 sen per 1000 gallons. So 1 million gallons is MYR500. 16 mgd is MYR8000. A bargain, but not free. So there are three factors limiting the upper bounds of treated water supplied by SG to Johor. One is the cost of the supplied water. Already, Johor is paying SG $8000 (MYR) PER DAY. If SG supplies MORE, it would cost Johor more. The second limit is the raw water SG is getting from the Johor River. If we are drawing 250 mgd (raw water), we CANNOT provide MORE than 250 mgd of treated water to Johor. (Which would cost Johor $125,000 MYR per day). The third limit is how much water does Johoreans need? Yes, 50 sen per 1000 gallons is a bargain, but only if you can then sell the treated water to thirsty Johoreans at a significant mark up. Claiming that we do not know the upper limit of SG supplying treated water to MY is to assume that we would GIVE treated water away, or that we do not ACCOUNT for every drop of water we provide. Of course if you MEAN that YOU do not know what the upper bounds of what Singapore provides Malaysia... well... your ignorance and inability to overcome your ignorance is... not our problem.

During those period, Singapore spend quite a lot to ensure the river and all water catchment are well maintained to hold water and prevent pollution . These are not very well documented.

@@weideliu2878 I suspect one reason why the 1961 agreement was not renewed was because Johor wanted to industrialise the Tebrau Valley (or whatever it is called), but if Singapore was still drawing water from Skudai-Tebrau, we would raise objections and draw attention to the proposal that would pollute the river. So they made it almost impossible to renew that agreement, and when that agreement lapsed, they were free to proceed to put factories there. But of course, I could be crediting the Malaysians with more forward planning than they are capable of, and it was more like, after the agreement lapsed, they realised, "Hey, we can put factories here now!"...

To be exact, it is Johor relies on SG for water. Not sure is due to this, I observed that Johor water is better quality and more reliable than Selangor state. I may be wrong.

Because Singapore does the water treatment for Johor, hence their water quality is way above the other states. The treated water is piped back to Johor consumers, billed by Johor Govt.

At what point you measure the quality of both Johor and Selangor water? How do you define the quality you mentioned? Reliable yes due to Selangor less pro active with its anti pollution measures. But for quality i wonder where does it come…perhaps bias?

It is not easy for Singapore to be water self-sufficient. Lots of investments are needed. Hence the water price hikes.

Also China have Central Asia countries with many resources besides oil, also Russia has a pipe oil to China , besides the Arctic is open , Russia is also active there. So that Kru project it too costly and not much savings for users. But still it’s cheaper to bribe the politicians than physically the project. The only person that can fully pay for the project, is the highest person in the land with his wealth. The south have always been headache for The Central government, every few decades there is a revolution,due to unequal developments and traditionally it was independent Malay Islam states but though war that became vassal of siam. There is nothing permanent , with the call of a holy war.

Water will be a strategic resource in the future. A good example is the Mekong river which is often obstructed by the China dams. How many countries will eventually go to war to break the dam? Singapore may be small but it has unlocked the skills to be water self sufficient. Indonesia is another good example of what happened when the natural underground water resources are abused till the land sunk and has to move the capital out!

Singapore is not water sufficient. Around 50% of the water that Singapore uses currently comes from Malaysia and this has not factor in the population growth in the coming years due to neutralization of immigrants and/or higher birth rates and foreign workers. It is also very likely that future water supply from other countries (if any) will cost a lot more as the prices will be adjusted after inflation and may require new infrastructures to support the population growth

However, we always insisted the need for imported water from Malaysia as it is politically savvy to maintain this relationship and agreement. This agreement ties us economically to Malaysia and these ties are the backstops against any future hostile actions.

Desalination is an energy intensive water source. How much does it cost to convert a thousand gallons of sea water to drinking water? 3. This is in terms of %. And yes it has reduced a lot after the expiry of the 1961 agreement in 2011. when that expired, Singapore did not renew it.

I've been in Johor & JB for the 50 yrs. See for urself how the usage of treated water (fit for drinking). When I'm in S'pore, I notice how water are treated so precious everytime they turn on the tap.

Looking at the map could Pulau Ubin areas be block up and convert it into a very large fresh water reservoir just like the Marina Barrage. If possible, Singapore in future will have no need to depend on Malaysia for water supply. Looking further ahead, the ‘reservoir’ if not needed, could be reclaimed for land use. p.s. New water & desalination of sea water is not the stable and complete permanent solution.

Singapore is already moving towards not depending on Malaysia at all. We are building more desalination plants and investing in a lot of infrastructure. Way before 2061, there is no longer any need to import water from Malaysia.

I (Lee Kuan Yew)replied equally directly that we feared that at some time or other there could be a random act of madness like cutting off our water supplied which they [the Malaysians] had publicly threatened whenever there were differences between us … In [the Separation] agreement, the Malaysian government had guaranteed our water supply. IF this was breached,we would go to the UN Security Council. If water shortage became urgent, in an emergency,we would have to go in, forcibly if need be, to repair damaged pipes and machinery to restore the water flow. I was putting my cards on the table. Long ago the british built a reservoir in johor , and that provides raw water, not processed water for consumption. The processing plant is in singapore, so singapore sells treated water back to johor. This is a fact. The title of the vlog sounds mischievous a bit. It doesn't mean johor cannot take raw water(in johor) and treat it. Probably building a plant is too costly.

Singapore imports its eggs and chicken from many other countries besides Malaysia. Look at the condition in Malaysia in states like Kelantan, and you will know how fortunate Singaporeans are.

But that is the price of ensuring secure water supply for now Johor sells the water at above RM 4.00 (? Can be verified easily) to it’s people . Singapore aims to be self sufficient in water before the treaty lapses in 2061 . By building more barrages in Singapore , RO and desalination plants even as Johor draws more treated water from Singapore above the amount stipulated in the treaties . But good neighbours should help each other in it’s water needs .

Problem will be when the treaty end in 2061. While Singapore will become self sufficient, what if Johor requires help since there will no longer be any agreement? I am sure Singapore will help due to the close cooperation between the 2 states.

The ones paying for the bill are the Malaysians anyway. With declining RM, infrastructure costs will be highly inflated, soon there will be a bottleneck as in whether building infrastructures will be financed by budget, or taking on even more debts to finance. This would swing RM to new lows. In a decade or so, we could see RM 5: SGD 1

Aren't we all relying on Taiwan's microchips and EU's electrical components way too much? Cant we build them on our own? That's the real issue to be asking ourselves. Microchips and devices. Indonesia need to stop allowing foreign plantation company to start plantation business in Indonesia. Not only that raw material such as oil, gases, sand and cement material should be banned to be shiped to neighboring countries and there should be check points on Indonesian water in Natuna island. Indonesia need to tax those ships before entering Malacca strait. Not only that. Indonesia should start massive Investment in Natuna and Batam Island. It is just that majority of the education system is conducted in bahasa melayu and as it is not a language that is used worldwide, it can be disadvantages for those who are looking for employment in the english speaking world. Both countries are losers in the end. Singapore has to pay more for Newater, and Malaysia loses a source of easy money. When everyone discusses water price, there is something both countries do not want to reveal for some strange reasons. Singapore has been paying Malaysia land lease for opportunity cost of not developing the water catchment area, which Malaysia has no need to develop anyway. It's free money for Malaysia. Another fact that nobody mentions is Singapore has been effectively paying less and less to Malaysia due to Ringgit weakness.

SG for sure, if merge into MY, SG national treasury would end up having to pay and finance the huge debts MY incurred. If Johor got absorbed into SG, SG can clear Johor debts in a heartbeat and Johor be debt free, and Johor folks instantly becomes 3-4 times richer due to change of currency and assets valuation in SGD terms. Maybe half will be millionaires in SGD terms overnight.

SG import electricity not only from MY but also from many neighbouring countries as well. Btw, SG govt/companies are also investing in green solar projects in the state of southern Johor . As such, electricity is never used as a threat by the MY federal govt.

Singapore does not need to import electricity from Malaysia. The only reason we are importing is to be more environment friendly. If conflict happens, we are self-reliant.

Singapore only started importing electricity from Malaysia on a trial for 2 years to diversify its energy supply with regards to going green which only makes 1.5% of its electricity demands. Singapore has all the while produces its own electricity via importing natural gas from two neighbouring countries.
