Koopalings are probably adopted by bowser and raised and trained under his control, he treats them as his own children, they wouldnt have magic wands if were normal, so bowser probably gave wands kamek made for certain situations as a gift that they are ready to take on mario and luigi

The mother is NOT unknown, because there is NO MOTHER! The majority of species in Mario's universe reproduce with wishes. Evidence for this is in 1. SMRPG, where we can read that one Toad wished, that ,,I hope my baby is cute!'' and 2. Yoshi's Island, where we see that they are carried by storks. Stars are only making the wishes of the good people, so he probably wished for him in Paper Mario (64), when he had the star rod and could do anything.

I hate to break to you but the mother of bowser jr is Shigeru Miyamoto. Has in a Mario interview, someone asked who bowser jr’s mother is and Miyamoto said that he knew and pointed at himself. Match made in Heaven.
