I think building relationships became harder after the infant update lol but even before that I found that getting a medium - high friendship level first makes them more open to romantic advances.

There are mods and cheats you can use to turn off the strangerville story or set it to complete. TwistedMexi has a toggle so that you don't have to deal with the story when you go to use the world
