Most recently in the late 90s Kay Bailey Hutchinson led the charge to remove funding it happened in one of those midnight sessions both parties use for sneaking things through. That's when they had Gingrich's balanced budget during Clinton and that was probably the reason they did it. Both parties have voted together to keep wall funding out of the budget. Clinton actually built a little but a lot more had been funded in the house. Diverting wall funds was another trick.
