Here's my take on this, as a marketing agency owner based in Eastern Europe. Companies want to work with service providers based in countries they admire from a business perspective. If you're incorporated in the US, your clients will care less where the actual technical team is located, as long as you're an American company. But try doing this with an agency that's incorporated in some Eastern European country and see how far that gets you.

There are a few agencies in Bosnia that service primarily US based companies. It all depends on the way you position your company. It comes down to the sales presentation.
