Honestly, agree I would add it had started at Forest Training arc it seems Hori was setting up fight between Bakugo and Moonfish, but then axed it and we got first big Tokoyami moment. It's like Horikoshi freaked out over Bakugo becoming more popular then Deku and decided to put him permanently on the bench.
