Looks like Stable Diffusion. Likely used controlnet extension with either softedge or canny. The model/lora used is likely one for asian looks since they all look very similar. For Kushina, the maker should've used two controlnet units. One to outline the hand specifically so it stays and other for the entire character. It's not a bad job, but the faces need some variety. Could've easily made someone like Ino an actual Caucasian girl instead for accuracy. I've done something similar in the past.

Stable diffusion. Likely used the extension called Controlnet and possibly canny (part of controlnet) to keep the same pose and details of the original image. I've done this to different anime characters in the past.
