We can blame Kakashi for this one. He made Naruto go through the ranks "properly" before he became Hokage. Like we never got an explanation as to why Neji was the only one out of his class to be a Jonin after the time skip.

Aint no damn genin using sage mode, by default you gotta be at least jonin for that. AT LEAST, every sage mode user in the show is KAGE LV.

See the problem with this is that Naruto himself is EXACTLY that, a genin that can use Sage Mode. Titles don’t really mean that much. Gaara was a genin and was casually killing jounin. Naruto and Sasuke were well beyond chunin level back in part 1 despite being genin (and this is without their buffs, remember when Sasuke casually styled on the Demon Brothers?) Neji killed Kidoumaru, one of the sound 4 who damn near killed members of Minato’s personal guard and that was as a genin. Hell, Sakura was just a chunin and she was boxing with Sasori, a Kage level threat. Sure she had help but she was the muscle of the fight. The rule was definitely meant for Naruto specifically but there was always that chance that you have an exception that’s more powerful than they really should be for their rank.
