I think that prime nefarious pretty easily beats Emperor Nefarious. Missle Swarms, Death Beams, Incredible speed, an indestructable shield, and the ability to make dozens of self copies. Nefarious isn't weak, or incompetent, he's just been worned down after being beaten twice and spending 2 years on an asteroid
