For one thing, Americans would never say they were lured by the US administration. That’s totally something that an enemy country would say. The only thing that didn’t look forced would be Otto’s fear and tears. Also, the government could care less about a poster in North Korea. Otto was totally set up and framed by North Korea. Let me get it right. America is technically still at war with NK and yet they allow Americans to visit. Of the hundreds of them that visit annually, only a handful are arrested? For spying, stealing , entering illegally . Isn't that what America would do to visitors of their country too? If the punishment is harsh for similar crimes, then it is really an issue of judiciary judgment or punishment matters. Just because it's lax for similar crimes in your country doesn't mean it has to be the same for others. Example, for drug related crimes some countries issue death sentences so are these countries like NK too. No one put a gun to their heads to visit .
