Martin Marietta designed a 1969-1970's proposal utilizing partial vacuum to allow seawater as the transfer vapor. The turbine diameter of a small pilot scale was like 150' and was "kick-started" w/ a diesel engine to initiate pumps. Only a few equatorial coastlines offered the required delta T depths with warm year round surface away from currents. A practical product was projected to be 600'- 1200' in diameter.
