A child born in Britain to a parent with some form of settled status can also qualify for citizenship. Settled status can be either Indefinite Leave to Remain (ILR) or EEA Permanent residence. Nowadays PR allows for two years .if you want to extend the PR you need to pay again .so they better to change citizenship after one year of PR.

PR is not for two years...PR is valid life long...only the Biometric card needs to be renewed again. If a person with PR stay outside UK for more than 2 years then they will loose their PR status and they have to reapply as a Returning Resident to gain entry to the UK...
