Singapore is a parliamentary republic based on the Westminster system. The Constitution of Singapore is the supreme law of the country, establishing the structure and responsibility of governance. The President is head of state and exercises many executive powers on the advice of the Cabinet with some exceptions including the appointment of the Prime Minister and the withholding of consent to a request for a dissolution of Parliament. The Prime Minister is head of government and is appointed by the President from among the Members of Parliament. The Cabinet consists of the Prime Minister and such other Ministers as appointed by the President, acting in accordance with the advice of the Prime Minister
