Leakers are annoying sometimes because the either spoil things or get stuff cancelled mid production. But this movie, happened, because leakers leaked the super secret CGI test footage for Deadpool. And also it was because the demand for a live action Deadpool movie became very high after fans of the comic saw the leaked footage.

A character like Deadpool doesn't really need the big flashy budgets because it is a character, and by extension a movie, that doesn't take itself so seriously. The Avengers formula probably wouldn't work as well for Deadpool because it leaves much less room for the comedy and focus on DP himself.

110 Million is a low budget for a comic movie. Avengers: Infinity War was made with 4 times that. To put that in perspective, the 2005 Fantastic 4 movie was made on a 100 Million Dollar budget. Adjusting for inflation, that is over 132 Million in today's dollars. So yeah that is an extremely low budget.
