A few silent discos I've been to they have you give important collateral instead if buying them. Ex. You trade your car keys or somethin so you have to give em back but it's totally free!

this depends on the event. if the venue pays the owner of the disco for an event they can do that, but if the owner throws a party they will normally charge per headphone, and also take a deposit of a car key for example to ensure people come back and hand in headphone.
