Huuwat?.. You just nailed it.. The police system had no accounting system... Ni wajinga wa kaksudi.. The whole police system does not solve or investigate crime. They only troop towards crime as scavengers, to preside over the death and burial of both parties. .victim and perpetrator. The only item all police stations and policemen are adept at is the OB, stupidity..they shall laboriously write, the complaint in scrapbooks.
