Let's say your wheels are slipping and you are not moving but they are spinning at 60 km/h would the speedometer show 60km/h as that is the speed of the transmission rotation or would it show 0 as the car itself is not moving?

If you have to ask others on how to do it then you are never going to get that fixed. If you want to read a digital speedometer with a Raspberry Pi or something then you’ll need to reverse engineer the signals or find documentation about it, and then program an application that will read those signals. If it’s a mechanical speedo then you could do something with a disc with gaps and a light sensor, count the amount of signals from the light sensor and convert that to the right number for the unit you want to display (kmh or mph).

The speedo measures the driveshaft, not the tires. So it won’t see a change in tire size while you do actually go faster. If your wheels turn 1000rpm, then at 15” wheels you go 72km/h, while at 17” you go 81km/h. Boils down to: if you change your tire size, then the speedo will give a false reading. Put bigger tires on = speedo measures a lower than actual speed, put smaller tires on = speedo measures a higher than actual speed.

@Ken Mason I don’t know if you are being sarcastic in disagreement with me, or just telling a joke. But yes, if your engine could reach the amount of rpm for 600mph the speedo would show 600mph while the car physically actually would be going only 10mph.

My 94 Mazda truck Speedo neddle bounces and goes forward of my actual speed. Sometimes getting stuck at the 6 o'clock position. I've had to smack my dash board to free it up. It works good some days and bounces or gets stuck on other days until I free it up and start over... Can I force some lube up the cable with air pressure or what is really going on. ? Thank you. That speedometer is from my dads honda accord 2015. I think this is optimised for us since it says mpg instead of km/m, shows a mph along with km/h instead of km/h only and its odometer is in miles.

No, the speedometer works with a magnetic coupling. It will just slip through the magnetic field, not going higher by being held back by the max speed peg.
