Stronger than roger. Prime roger or prime whitebeard each are stronger than xebec both are also not yet in their prime during god valley. Roger stronger than whitebeard In the flashback garp told dadan he nver actually hated roger and never really tried to arrest him, garp was a monster and he find roger interesting thats why he keeps on messing with him and chasing rogers whole crew by himself

someone gets it that garp is that fucking guy. he wasn't worried during the god valley flashback. he was on vacation and didn't care for rocks or anything going on but pulled up without hesitation when he heard roger's name, roger also trusted him like he would one of his own crew members entrusting ace to garp. garp also dispatched chinjao who had the hardest head in the world and was stated to split continents. garp was also involved in the training of future top tiers like kuzan,koby, dragon possibly * luffy/ace most likely from time-time. Him and sengoku were carrying the marines and holding off large pirate armada's and some of the strongest pirates in the entire story. Him aiding roger in defeating the rocks pirates + random beehive pirate fleets from the new world is just an insane feat. The fact that he's cornered roger's crew of monsters several times is just nuts, not even whitebeard and his crew or anyone else managed too. it's also implied that roger was lucky and somehow escaped garp, or simply garp didn't care to hand him over to the celestial's cause he doesn't directly take orders. even during god valley he didn't care about them till kong practically begged him to show up. Garp as an old man has the best pure raw haki feats, he also practically got the better of aokiji in alot of their exchanges, His resume might be the best in the entire one piece story.
