If it takes someone 2 months to go from 17-15%, it should take them 3 months to go from 15-13% and then from the 13-11% it should take 4-5 months. The lower you get the harder it gets to pack on muscle and fill you out. Better to be more patient then rush and be low BF with no muscle.
