Adobe After Effects will let you add characters and animate them (blog.pond5.com/16721-getting-started-character-animation-effects/). You can also draw shapes in AE, but programs like Adobe Illustrator or Photoshop are better for actually drawing the frames of the 2D animations. You can then just add the finished animations to your editing/compositing software like AE or Premiere.

I know one, it is a free app called flipaclip you can download it on your phone and draw little animations! I have it and a while back I used it to make my own live action animation video in my KZbin channel. If you tap my channel profile picture you can see the video!! Plus it's good for beginner animators!!!

I'm currently looking for that now. However Adobe has something called Creative Cloud. You're basically able to download 20 plus apps from Adobe creative cloud for a monthly fee. Hope this helps

I use a program called Fire Alpaca, it lets you draw frame by frame gif animations which you can then convert to be a video file or the like (though the conversion is a separate site)
