Its second Time you are connecting to PBS? If yes then Remove WTMS layer in ArcGIS and add it again.

@@ItsSheraz Yes, I don't have any issues with PBS viewer. I'm able to copy the URL from PBS viewer just fine. But, once I paste the URL into ArcViews WMTS Server and click Layers, I get an error that says "Unidentified Error."

Yes, it can all be added, but it is ILLEGAL to do so. adding google to ArcMap is against Googles Term of agreements and use and is illegal to do so. Google can fine you and shut you down
