Hey, I'm not sure what the issue would be, but you may want to try copy and pasting, or importing it, or moving the rar file into the file that the program checks for skin's. Also it may be possible that that skin file needs to be decompressed first. I'm not sure but I hope this helps.

Great question! It's only bannable if you use skins/mods to give yourself an unfair advantage. As long as you don't do that, Riot won't take action against you.
