Use the brake first always until the speed reaches the current gears minimum speed. We should always use break first based on the gear and speed of the car. Its like engine breaking, if we use clutch first we loose the control of the wheels so engine won't be helping the braking. If we use the brake first engine controls the speed of the car. This applies to two wheelers also.

I don't think the same logic would apply to the two wheelers, proper breaking method in two wheelers be like the direct opposite of four wheelers, like in the two wheelers if we ride about above the speed of 40or 50+kmph, clutch(gear down)+break and this would be the proper method, if we ride below the speed of 30kmph or so, just applying the brake without clutch would be enough to stop the bike without any hinch. But in two wheelers the safest method for engine and bike is, clutch+brake this would be the preferable method to keep engine and gear box in condition, unless if we want to blow down the gear box we can directly apply the brake in two wheelers.
